THE COMMISSION`S DIRECTORATE-GENERAL FOR HUMANITARIAN AID AND CIVIL PROTECTION (DG ECHO) DOES NOT INTERVENE DIRECTLY ON THE GROUND. The implementation of humanitarian aid is carried out by humanitarian organisations such as humanitarian non-governmental organisations (NGOs), with which DG ECHO partners. To become a humanitarian partner of the European Commission, organisations must apply for a Framework Partnership Agreement (AAA). Partners are selected based on specific criteria and legal and financial requirements as well as quality standards. This contributes to the value of partnerships for both the European Commission and the applicant organisation. Since the signing of the original agreement, five further changes have been made to update the list of HBP partners and provide updated information on the project.
